JOBAn employee in this position is responsible for the administration and updating of the Town’s Zoning Ordinance and Comprehensive Plan through direct performance of duties or directing the Planning and Zoning Consultant retained by the Town. Additionally, considerable responsibility is exercised in coordinating activities during the zoning review, design review, and planning process to facilitate submittal and completion of projects. This is a highly responsible administrative position under the general supervision of the Assistant Director of Planning, Zoning & Building involving assisting in planning, coordination, and implementation of their duties as prescribed under the Town’s Codes and policies.It shall be the responsibility of the Planner III to assist the Town Council and their Commissions in fulfilling the purpose and intent of the Zoning Ordinance and Comprehensive Plan. The Planner III is responsible for providing the Town Council and their Commissions with recommendations in all areas of land development which will assist them in the legislative and quasi-judicial decision making process.Duties in this class encompass providing daily zoning and land development process information to the general public, attorneys, architects, engineers, and Town residents.EXAMPLE OF DUTIESProvides periodic updates the Comprehensive Plan.Reviews applications for Town Business Tax receipts for zoning compliance. Monitors for compliance, Town Council conditions placed upon Occupational Licenses.Plans and schedules work programs; establishes timeframes for completion of work.Confers with civic leaders, government officials, resident groups and homeowners associations to identify issues, goals, and objectives, and to discuss alternate plans for meeting physical, social and economic needs.Reviews zoning petitions; plats; replat applications; text, FLUM and PUD amendments for conformity and relationship to land use plan and Town Code of Ordinances, and follows statutory notice compliance for all applications.Coordinates the work of the Department and Commissions with other Town Departments.Preliminary review of applications for exterior changes to properties under the jurisdiction of the Architectural Review and Landmarks Preservation Commissions for zoning compliance.Prepares zoning verification letters, as requested.Reviews Planning and Zoning Consultant contracts, including review of work performed.Manages all work, internal and external, with concurrency requirements of the Town.Drafts legal documents such as contracts, required advertising, notices to the public, memorandums, and ordinance revisions.Assists the Department staff in the review of building plans for zoning compliance.Reads and interprets various Planning, Zoning & Building maps, graphs and charts.Assumes additional work related responsibilities and duties as may be assigned by the Director or Assistant Director of Planning, Zoning & Building.Provides technical and advisory assistance to local governments and agencies in matters of comprehensive planning, zoning development and regulatory codes and ordinances.Prepares long-range planning studies, including any of the following duties: statistical analysis of demographic, socio-economic, land use and zoning issues; neighborhood studies; amendments, revisions, and updates to the Comprehensive Plan.Reviews and approves or disapproves plans for building permits and other applications, agreements and certificates (such as Beer, Wine and Liquor, Special Events, Unity of Title, etc.).Performs site inspections as needed.Performs related tasks as required.MINIMUM QUALIFICATIONSGraduation from an accredited college or university with a Bachelor’s degree in Planning, or a closely related field required.Four (4) years full-time paid experience in the public sector as a Planner II, or higher required.American Institute of Certified Planners (AICP) certification required.Preferred:Ability to create graphics and design presentations.Strong analytical and communication skills.Ability to interpret and apply design and zoning regulations.A Master’s degree in Planning or a related fieldSUPPLEMENTAL INFORMATIONKnowledge of and commitment to decision-making and accountability for results.Considerable knowledge of the principles, methods, and practices of urban and regional planning, as related to zoning principles and administration.Considerable knowledge of recent developments, current literature and sources of information regarding urban and regional planning, as related to zoning.Knowledge of the Florida Growth Management Act related to the adoption of the Comprehensive Plan, and any amendments thereto.Considerable knowledge of statistics, technical writing standards, graphic techniques and graphic information systems.Knowledge of the political, social, and economic implications of planning.Ability to think in a logical sequence.Ability to work independently, or under minimal supervision.Ability to handle correspondence, to write clear and concise reports, and handle other administrative detail while adhering to rules of composition, punctuation, grammar, and style.Comfortable with public speaking and with making public presentations.Ability to interpret planning and zoning laws and administrative rules to other government officials and the public.Ability work with assigned professional and technical employees.Strong public and employee relations skills and ability to maintain positive, friendly, and professional environment at all times.Excellent organization skills and ability to prioritize workload and handle multiple projects and deadlines in an efficient and effective manner.
